From what funds should the expenses of madrasa fundraisers be paid? Collecting donations on commission
Question
Teachers and fundraisers of Islamic madrasas who travel to other places to collect sadaqas, zakat and the like, and collect sums of money for the madrasas — from which head of expenditure should their travel expenses etc. be paid? Do they have the status of the collectors of sadaqas (ʿamilun al-sadaqat) or not? Further, how is it regarded in the Shariʿa that some people collect donations on commission, or are made to collect them in this way, and a percentage is fixed and a commission is paid to them?
Answer
The expenses and travel provisions of fundraisers should not be paid from zakat and obligatory (wajib) sadaqas; rather they should be paid from voluntary gifts (ʿataya). The status of these people is not the status of the ʿamilun (the zakat collectors mentioned in the Qur’an). The zakat of manifest wealth (amwal zahira)
