Collecting donations on commission; a fundraiser mixing zakat with other charity

Question

In the present age madrasas send out fundraisers to collect donations; they collect charitable gifts, sadaqat and zakat and pool them into a mixed sum. If, after paying a salary or commission, it is entered into the accounts, is this permissible or not? Many people do not even trouble themselves with the Shar‘i stratagem (hila).

Answer

(1) If zakat has been wholly misappropriated, or spent improperly on construction, salaries and the like without transfer of ownership (tamlik), it has not been discharged. Mixing the zakat and sadaqat of different people with the giver’s permission is correct. Then, when the obligatory amount is given to those entitled to it, the zakat will be discharged.
