The warning against calling the adhan without wudu’

Question

A mu’adhdhin daily calls the adhan for all five times without wudu’; when he feels like it, he does make wudu’, but mostly he calls the adhan without wudu’. Does the pure Shari‘a permit persisting in calling the adhan without wudu’, and may the said person be called a fasiq? It is hoped that the answer will be given with references. Note: this practice of the mu’adhdhin — calling the adhan without wudu’ — is deliberate and habitual; even after people have admonished him, he does not desist from it.
