Reciting Poems and the Like at Night in Ramadan over the Mosque Microphone

In the village, for several years, at night during blessed Ramadan, people start singing over the mosque loudspeaker: sometimes they give a speech, sometimes they recite poems, and they announce the time. At that time many people at home are performing tahajjud and reciting the Noble Quran, and their prayer and (recitation of the) Quran is considerably disrupted. What is the ruling of the Sacred Law?
