No Expiation When Ejaculation Results from Touching with the Hand

Question

A person, while fasting in Ramadan, went to a woman’s place, touched her breast and her cheek with his hand, and in that state ejaculation (inzal) occurred. Has his fast been broken, and is kaffara (expiation) binding?
