Is the Expiation the Right of the Mufti?
Question
If a person gives the entire sum of a kaffara (expiation), i.e. the sum for feeding sixty poor people (?), on one day — at one time or at different hours of the day — to a single poor person, or a qadi, or a teacher, or a spiritual guide, will the whole kaffara be discharged or not? Some people say that the one entitled to the kaffara is only the spiritual guide or the qadi, even if they possess the nisab.
Answer
The one entitled to the kaffara is the one entitled to zakat. In a kaffara in which multiplicity (of recipients) is a condition, giving it to one person at one time is not sufficient. Whatever type of kaffara you wish to ask about, ask about it specifically. The details are set out in al-Fatawa al-‘Alamgiriyya.
