No qasr for less than the travel distance

Question

Zayd used to travel back and forth between his place of business, where his property is — namely the city of Madras — and his home, and between them there is the qasr distance. In such a case, is qasr of the prayer permissible for Zayd [over] less than the qasr distance or not?

Answer

For one who travels with the intention of [covering] less than the qasr distance, qasr of the prayer is not permissible; itmam (completing the prayer in full) is wajib. Thus it is in the books of fiqh.
