The khatm of the Qur’an in tarawih is a sunna ‘ala al-kifaya
Question
(1) In a village or a small town, is listening to the whole Glorious Qur’an in tarawih with the congregation an emphasized sunna or not? (2) And is performing tarawih with the congregation emphasized, or ‘ala al-kifaya (sufficient if some perform it), such that [it is enough if] one or two performed it with the congregation?
Answer
Completing the Noble Qur’an once in tarawih — by reciting or by listening — is an emphasized sunna; likewise the congregation is also an emphasized sunna, and there is no distinction in this for a village or a small town.
