Ihtiyat al-Zuhr: the Imam Where the Jumu'a Is Not Permissible

Question

In a place where the Jumu'a is not permissible, what is [the ruling] if the imam, out of compulsion, leads the Jumu'a and then himself prays Zuhr — is this permissible or not? If it is not permissible, what should the imam do?

Answer

This method is not permissible for the imam. He should tell the followers plainly: “I will not lead the Jumu'a: the Jumu'a is not permissible here, and the fard of Zuhr is not discharged by it — whether you keep [me as] imam or not.”
