Applying for Hajj under the name of the district

Question

In our area, a passport or approval for Hajj is not granted under the name of the small town of Sherkot, whereas under the name of some other city a passport or approval is granted. What should we do now, and what is the ruling concerning this?

Answer

If approval is granted from Bijnor, then a resident of the locality of Bijnor may also apply by calling himself “Bijnori” (of Bijnor).
