Hajj Badal by Someone Who Has Not Performed His Own Obligatory Hajj

Can a person who has not first performed his own obligatory (fard) Hajj perform Hajj badal on behalf of another or not?

It is makruh (al-Bahr al-Ra'iq, vol. 3, p. 74).
