Expelling someone from the community council
Question
If the neighbourhood community council has declared Zayd guilty and separated him from itself, but ‘Umar, breaking his pledge, stays with Zayd and also wants to remain within the circle of the community council — is it permissible for the community council to prevent such a mischief-maker ‘Umar from taking part in the congregational prayer?
Answer
No one has the right to prevent participation in the congregational prayer. An order was given to cut off relations with three respected persons, yet they were not prevented from the congregational prayer, as is found in Sahih al-Bukhari: one of them relates that he would go to the mosque and take part in the prayer.
