Laying Flowers and the Like on a Grave

Question

Since the religion is complete, there must exist a command or a prohibition for every thing — especially when these matters are done while regarding them as mustahabb. Why, then, do the Deobandi gentlemen not do them, and why do they forbid them, when there is no explicit proof against [them], and the contrary implication (mafhum mukhalif) is not given consideration among the Hanafis? Do the Deobandi gentlemen, too, forbid mustahabb matters — flowers, flower garlands, the second du‘a (du‘a thaniya)

Answer

All the rulings relating to the deceased and the grave — the obligatory acts (fard), the necessary acts (wajib), the sunnas and the mustahabb acts — are set out in the books of fiqh and are derived from the Book, the Sunna, consensus (ijma‘) and analogy (qiyas).
