Administrators attending to buildings, oxen and the like instead of education
Question
A certain institution has ample financial means; academically it could attain the status of a centre, but, regrettably, owing to the short-sightedness, selfishness and self-interest of the administrators, they do not wish to develop the institution, and for the amount of education there is at present, its property suffices to be spent on the current education, students and teachers.
Answer
When the institution has such financial means that its expenses can be met without donations and without taking zakat, it should not ask for donations, nor for zakat; and those who give zakat should not give it to such an institution either, but rather give where a madrasa is poor and deserving and strives more in religious education and moral upbringing.
