Sweets and the Like from Mosque and Association Donations

Question

At one place, Muslim employees of the Canal Department built a mosque with general donations and appointed an imam in it, to whom they also pay a salary by collecting donations. An association has also been formed for the upkeep of the mosque, most of whose members are these same officials. From their salaries, according to their means, they give eight annas (a coin worth 1/16 of a rupee), a rupee, two rupees, five or ten rupees; all that money is collected and deposited with the treasurer.

Answer

(1) This collected property is not waqf. (2) If the donors have given permission and this too is among the purposes (heads of expenditure) of this donation, then distributing these sweets and the like is correct by the Sacred Law; otherwise not. (3)
