Decorating a mosque from the mosque’s own funds

Question

Glasswork has been done in a mosque with the mosque’s money, although the people of the neighbourhood and some people of the town forbade the mutawallis (trustees), saying: “Do not waste this money on such work; rather, rebuild the mosque’s southern shops anew and build a room on top of them, so that the mosque has ample income and the property is also preserved.” But the mutawallis did not do so; instead they spent it on the glasswork, which will have come to about five hundred rupees.
