Permission to Recite Hizb al-Bahr

Question

Please explain the permission for reciting the supplication Hizb al-Bahr and the method of practising it.

Answer

If it is to be recited merely for reward, then recite it once daily at any time: there is no need for any particular method, nor for anyone’s permission. If, however, it is to be recited for some particular practice (‘amal), then take permission from some practitioner of incantations.
