Supplicating Against an Oppressor
Question
A certain man does not pray, speaks ill of those who pray, drinks wine, gambles, insults the respected scholars, and strives day and night to entangle every respectable person in a web of unjust lawsuits. Is it then permissible to supplicate against (curse) such a man or not?
Answer
If you are certain that your supplication against him has such power that he will perish, then why are you not certain that by a good supplication for him he will be reformed? That would benefit him and everyone else as well.
