The criterion for a sura being longer or shorter

Question

What is the criterion for suras being longer or shorter? Between al-Muzzammil and al-Naba’ there is a twofold difference, yet they are approximately equal.

Answer

If the verses are equal in number but differ greatly in length and shortness, then the letters should be counted.
