Reciting the Qur’an and supplications before the Fajr prayer to wake the worshippers

Question

In the mosque of our small town, every day after the Fajr adhan they recite one or two ruku‘s [of the Qur’an], after that they recite poetry, and they stop ten or fifteen minutes before the congregation, with the intention that people may catch the Fajr prayer in congregation. Is it right to do this?

Answer

This recitation is probably done over the radio and loudspeaker. At such a time some people will be asleep, and some will be occupied with their needs and unable to give attention to the Qur’an; therefore it should be abandoned.
