Standing up at “hayya ‘ala al-salah”

Question

Question: In Jagdal (24 Parganas district) there are several mosques. People come there for the fard prayers and for Jumu‘a and sit down however they happen to, and when the mu’adhdhin reaches “hayya ‘ala al-salah” they stand up. No arrangement at all is made for straightening the rows (taswiyat al-sufuf), and even when people are urged, the rows do not become straight, because the time is very short. Straightening the rows is wajib, since a sound hadith lays emphasis on it.

Answer

The ruling on the original question has already been sent to you earlier, with supporting citations from texts of fiqh; what now remains is the discussion of its sources and of the contradiction and reconciliation between hadith and fiqh.
