Responding to the adhan is wajib

Question

What is [the ruling on] responding to the adhan? Is it wajib for one who is present in the mosque to respond, and mustahabb for one who is outside the mosque? The respected Mawlana Mushtaq Ahmad Anbethwi has written in one of his treatises that responding to the adhan is wajib for the person present in the mosque, and mustahabb for the one outside the mosque: whatever the mu’adhdhin says, the listener too says the same in response. How far is this correct?

A group of jurists has adopted this [view] (thus in “Radd al-Muhtar”, vol. 1, p. 279).
