Establishing Jumu’a elsewhere when a large congregational mosque exists
Question
The population of the small town of Nanpara is about twenty-five thousand; of them about 15 thousand are Muslims. Of these, about seven and a half thousand Muslims are of the Barelvi school of thought and seven and a half [thousand] of the Deobandi school of thought. Obviously, women and children will be the greater part of this number; thus about two and a half to three thousand men can be estimated for whose Friday prayer one congregational mosque is needed, where all of them could perform the Friday prayer.
Answer
For Jumu’a, having one large congregational mosque is the best and most fitting, so that all the Muslims, united, perform this obligation (fard) as a symbol [of Islam] (shi‘ar). By establishing Jumu’a here and there for a little convenience this purpose (maslaha) is not achieved.
