The khutba in the language of those present
Question
The Jumu'a gathering and the injunction of the khutba were the greatest means of the religious welfare of the Muslims. Its purpose was that once a week people be invited to Islam and to guidance (irshad) according to their condition and needs, and that it be a permanent means of enjoining the right and forbidding the wrong. The khutba was in reality a sermon, just as a sermon is.
Answer
It would be better to look up the detailed treatment of this question and the answer to it in the monthly “Nizam” (“Order”) for July '60 and October '60; there is also an answer to it there.
