Answer

According to the Hanafis the prayer is not performed over it; so it is in “al-Durr al-Mukhtar”: [ar]ومن وُلد فمات يُغسَّل ويُصلّى عليه إن استهلّ، أي وُجد منه ما يدل على حياته بعد خروج أكثره، وإلا يستهلّ غُسِّل وسُمّي وأُدرج في خرقة ولم يُصلَّ عليه[/ar] “Whoever is born and then dies is washed and prayed over if he cried out (istihlal)
