Proof of zina and the punishment of the accuser

Question

Question: The sister of Jamaluddin came to one of our elders and said to him, “I am unwell,” and asked him to perform healing by incantation and blowing; this gentleman practises blowing with recitation and the like from time to time. Now, ten months later, Jamaluddin has fabricated a strange slander: that after blowing on his sister and so on, the respected elder “used abusive words” with her (meaning fornication), and he has also got his sister to give the same statement.

Answer

Zina (fornication) is proven by a fourfold admission before the imam of the Muslims or by the testimony of four upright (‘adl) eyewitnesses, and (if) the place is dar al-Islam, then the punishment for zina is given — stoning (rajm) or a hundred lashes.
