Is Dam Due for Omitting Rami and the Stay in Mina?

Question

Must a pilgrim offer any dam for omitting the rami (stoning) and for omitting the stay in Mina? If offering a dam is necessary, then what, when and where must it be offered?

Answer

Omitting the rami makes a dam wajib, and it must be slaughtered only within the Haram (Mina and the like). Omitting the stay in Mina does not make a dam wajib; one must seek forgiveness (istighfar). For omitting the rami and the like, a goat (shat) becomes wajib.
