Collecting Zakat, Fitra and Sacrificial Hides on a Madrasa Receipt

Question

Question: Generally the members and respected teachers of Arabic madrasas collect zakat, sadaqat and the hides of sacrificial animals in the name of poor children, giving a receipt of the madrasa. Just tell us this: who was the first person, and in what year, to collect zakat, fitra or sacrificial hides on the receipt of some madrasa? Who invented this method?

Answer

Allah, Pure is He, has said: [ar]وَءَاتُوا۟ ٱلزَّكَوٰةَ[/ar] “And give zakat” (Surah al-Baqara, 2:43). And He commanded the Prophet ﷺ: [ar]خُذْ مِنْ أَمْوَٰلِهِمْ صَدَقَةً[/ar] “Take from their wealth a charity…” — to the end of the verse (Surah al-Tawba, 9:103). The Prophet ﷺ sent his agents (‘amils)
