Fictitious Register Proceedings in a Madrasa
Question
In Bihar most madrasas are affiliated with the Bihar Examination Board. Besides the madrasa, the board also pays the teachers a certain amount. But if, owing to the high cost of living, the madrasa raises the salary from its side, then, if this becomes known, the board reduces the salary in accordance with the increased amount. So now teachers, for fear of this deduction, submit to the board a bill showing a lower salary, so that the salary is not cut, although the salary is in fact higher. (b)
Answer
The salary that is declared is not stated by way of restriction (hasr). Let it be designated as the basic salary, and let the increase be fixed as compensation for additional duties — for example, supervising the students, leading the prayer in the mosque and the like — and then the matter will be correct. (b)
