Spending the Surplus Income of a Mosque and Madrasa on Another Mosque and Madrasa
Question
A great deal of property has been made waqf for a mosque and the madrasa attached to it, from which a very considerable income is obtained; this income far exceeds their expenses. May this income be spent on some other charitable purpose, or not?
Answer
If the income is surplus — such that there is no need for it at present, nor is a need anticipated in the future, and there is no reliable way of safeguarding it — then it is valid to spend it on another mosque and another religious madrasa according to need and capacity.
