Istinja' after Urinating
Question
If some person does not perform istinja' after urinating, and when told to pray he makes the excuse: “I am impure.” Is this impurity? [If] he urinated and forgot to perform istinja', is it proper if such a person, when told to pray, is told: “Pray in this same state”? And if he urinates every day without istinja', and every day he is told to pray and is made to pray — is this permissible or not?
Answer
Such a person is not impure (junub). At the time of prayer he should perform istinja' before wudu — that alone is sufficient. However, if his clothing is impure, then for the prayer he should put on other clothing, or purify that same one: it is sufficient to purify as much of it as is impure; washing the whole of it is not necessary.
