Reference to a Fatwa from Deoband

Question

In the present age, tube wells are used to irrigate fields, in which water is drawn up by engines from the ground or from a well and the like. What needs to be asked is: may ghusl for janaba and the like be performed with this water or not? A person asked me about this issue, and in view of the outward situation I gave a ruling of permissibility, but he said that a fatwa of impermissibility had been issued from Deoband.
