Is Water from a Hand Pump Flowing Water?

Question

Does the water of a hand pump have the same ruling as flowing water (ma' jari) or not?

Answer

One need only see whether [the description] “water that carries away a straw” (ماء يذهب بتبنة) applies to the water that flows out of the hand pump or not!
