I'tikaf in a Mosque Where Staying the Night Is Not Permitted

Question

A mosque is inside a government compound; only the prayer and the adhan are permitted, and staying there at night is not permitted. In such a case, can i'tikaf take place or not?

Answer

Since staying there at night is not permitted, how will he perform i'tikaf?
