A Paid Shabina (the Recitation of the Whole Qur’an in One Night) over a Loudspeaker

Question

Here the Qur’an is completed in twelve hours. The huffaz take a stipulated fee: if they are given what they demand, they will recite the Qur’an, otherwise not. All night long they recite the Qur’an over a loudspeaker; the listeners are few in number; the verses of the Qur’an reach the ears of people outside the gathering at a time when people are busy with all kinds of work. Are these actions not contrary to the verse of the Qur’an “and be silent” (وَأَنصِتُوا۟) (Surah al-A‘raf, 7:204)?

Answer

Taking and giving this fee is haram; those who recite in this way do not deserve any reward — rather, they are sinful (so it is in “Radd al-Muhtar” and in the commentaries on “al-Hidaya”). In these circumstances, reciting the Noble Qur’an in so loud a voice is contrary to the reverence due to the Noble Qur’an, since the listeners cannot fulfil the right of listening.
