Having recitation with blowing done over water and the like on the day of the khatm

Question

In Ramadan, at the completion of the Qur’an, the worshippers have the imam recite and blow over water, fennel, salt, kohl, oil and the like, and use it regarding it as a source of blessing (tabarruk). Is there a special blessing (baraka) at that time, or [should one] always have a khatm done and then have the recitation with blowing performed? Is there any harm in continuing this custom or not?

Answer

The blessing of the Noble Qur’an is always present; the blessing of blessed Ramadan is particular to Ramadan, the blessing of the khatm is particular to the khatm, and the blessing of tarawih to tarawih. Therefore there is no harm in having recitation with blowing performed at that time, but it should not be made a custom and adhered to as binding (iltizam).
