The Order of the Surahs Is Tawqifi

Question

Is the order of the verses and the order of the surahs of the Noble Qur’an definitive (qat‘i) or speculative (zanni)? Will one who denies this present order become an unbeliever (kafir) or not?

Answer

This order is tawqifi (fixed by revelation, at the Prophet’s ﷺ direction, not by human discretion); in some places there is also disagreement [among the scholars]. One who denies it does not become a kafir — he is a sinner.
