Opening a Session with Qur’an Recitation
Question
(1) The Muslim University is an institution of Muslims; its council (the Muslim University Court) is a body composed purely of Muslims, and no non-Muslim can legally become a member of it. At a special session of the said council, held in December 1939 AH, one member put forward a proposal that the Court’s sessions should begin with the recitation of the Holy Qur’an.
Answer
(1) If the session of the Muslims begins with the recitation of the noble Word of Allah, this is most commendable (mustahsan) and a source of blessing (baraka). However, it is not at the level of fard or wajib, such that omitting it would be a sin; it is merely at the level of istihsan (approval) and istihbab (recommendation)
