Paying One Hundred Rupees to Get a Hajj Application Approved

Question

A person longs to perform Hajj to the House of Allah. Someone demands from him one hundred rupees, or somewhat less or more, as a fee in return for the assurance that he will get his application for Hajj to the House of Allah approved this very year. In such a case, may one perform Hajj after paying this fee or not?

Answer

If, in getting the application approved, there arises a need to spend money while travelling to go to the officials in charge, and this person takes the sum of one hundred rupees on account of the “Hajj journey” (?) or as a fee for his labour (haqq al-mihna)
