Tawaf al-Ziyara in the State of Ihram

Question

Question: If on the tenth of Dhu al-Hijja, after the stoning (rami) and the sacrifice, a person does not have his hair cut because of delay, or cannot find a barber, can he in such a case go to perform tawaf al-ziyara — in ihram or without ihram?

Answer

Since he has not had his hair cut — that is, he has done neither shaving (halq) nor trimming (qasr) — he has not come out of ihram; let him perform tawaf al-ziyara in the state of ihram itself.
