Performing a Second Hajj by Means of a False Sworn Statement

Question

There is a restriction on Hajj that, after performing Hajj once, a person cannot go for Hajj for five years; the government has also issued a sworn declaration (affidavit) in this connection. If, despite these restrictions, we somehow go for Hajj, will there be no sin, and will the Hajj be discharged or not? Is it permissible to make a false statement in the sworn declaration or not?

Answer

A lie, whether spoken or written, is a lie in any case, and a sworn lie is even more hideous and vile. For Hajj badal (proxy Hajj) one can easily find people for whom no false sworn statement is needed and for whom there will be no legal obstacle either. Moreover, breaking the law is even more dangerous: if the forgery is exposed, both property and honour are at risk.
