It is not a condition for circumcision that the doctor be a Muslim
Question
Here circumcision is done in a government hospital, and those performing the circumcision are mostly Hindu doctors. Will the sunna be fulfilled by their performing the circumcision or not?
Answer
For this task it is not necessary for the doctor to be a Muslim: if a non-Muslim performs the circumcision, it is still valid — just as when he performs any other operation or treatment; or if a non-Muslim shaves the head of a muhrim (one in ihram), he becomes released from ihram (halal).
