The ruling on a wealthy man who neither pays zakat nor gives charity
Question
‘Umar has so much wealth that zakat becomes wajib on it, but he gives neither zakat nor charity, and he is very miserly. Next to him lives his neighbour Zayd, who is utterly poor; indeed, he sometimes goes without food for one or two meals. ‘Umar knows that he is in such a state, but he gives him no help at all. ‘Umar has one more bad habit: he does not perform prayer or fasting either. Since ‘Umar does this knowingly, what is the ruling of the Shari‘a regarding him?
Answer
He is utterly devoid of humanity and a grave sinner.
