The condition of tamlik for zakat

Question

For the payment of zakat the Hanafi jurists ﵏ — may Allah reward them with the best of rewards — have laid down the condition that the person to whom zakat is given must be made the full owner of the zakat wealth. For this very reason, giving zakat wealth is prevented where capital is put into works of public welfare and spent on various needs as expedient.

Answer

Who has forbidden zakat for the food and upkeep of students in madrasas? Even today, in place after place, zakat money comes into Islamic madrasas, and from it deserving students are given food, clothing, shoes and cash stipends, and all this takes place by way of tamlik (transfer of ownership); so the objection here is misplaced.
