Collecting zakat although it is not needed at present
Question
There is no need for zakat money at present, but with a view to the preservation, progress and consolidation of the madrasa, it is taken from the zakat funds as a precaution for the future. Is it permissible to do so? Is this not a violation of the rights of those entitled to zakat? If the rector of the madrasa receives zakat, carries out the hila of tamlik (legal device of transfer of ownership), and then keeps spending it according to the needs, the zakat will be discharged through the hila of tamlik.
Answer
For the preservation, progress and consolidation of the madrasa it is permissible to adopt the course described in the question; through tamlik the zakat will be discharged at once.
