Zakat for construction

Question

There is a primary school where mostly orphans and poor children study; religious education is given there alongside the government syllabus. No assistance is received from the government for its construction. Is it permissible to give and spend ‘ushr, charities and the like for the construction of such a school or not?

Answer

It is not permissible to spend obligatory charities (sadaqat wajiba) directly on construction.
