Zakat to sayyids

Question

Is it permissible to give sayyids zakat, ‘ushr and obligatory charities such as fitra, nadhr (vow) and niyaz (a votive food offering made in the name of a saint), or not?

Answer

It is not permissible: [ar]ولا إلى بني هاشم، وجازت التطوعات من الصدقات… قيد بها ليخرج بقية الواجبات كالنذر والعشر والكفارات[/ar] “Nor to the Banu Hashim; voluntary charities, however, are permissible… The qualification ‘voluntary’ was made in order to exclude the remaining obligatory payments, such as vows, ‘ushr and expiations” (al-Durr al-Mukhtar, Shami).
