Who is entitled to zakat

Question

Who has the right to give and take alms, and to ask for alms?

Answer

Every person of means may give alms according to his capacity. For zakat to be obligatory, the nisab is a condition — 52½ tolas (a unit of weight, ≈ 11.66 g) of silver or 7½ tolas of gold; below this there is no zakat. It is permissible to give alms, zakat and the like to a person who is not an owner of the nisab, and voluntary charity (sadaqa nafila)
