Here in this city there is a madrasa in which the children of the city are taught reading the Qur’an from the mushaf and the necessary rulings of prayer and the like. Now the following matters deserve attention. (1) The children are all from this same city; they study here for an hour in the morning and an hour in the evening, and for the whole day they study at the government primary school. (2)
Answer
If there are no children from outside in this madrasa and all are local, poor and destitute, then the zakat money should be given to them as a stipend, whereby the zakat will be discharged. Then their guardians should be told to deposit this child’s fee with the madrasa, and to take that money from the children and pay it as the fee.
