What the Consultative Council Has Assigned to Someone Is for Him Alone

Question

What is the ruling on teachers taking their salaries from wealth that is mixed with zakat, sadaqa and aid, and is without transfer of ownership (tamlik)? If the council (shura) has allotted some item to one particular member of the staff, may another person of the same staff take things from it in view of need?

Answer

Taking salaries from zakat and sadaqa is not correct. Whatever the council has assigned to someone, no one else has the right to take it without the council’s permission. If there is a need, let him tell the council.
